As part of a contract with SPAWAR Systems Center, an arm of the Department of the Navy, provided technical assistance to state and local public safety agencies to improve the interoperability of their land mobile radio communications systems. This assistance included providing advice on methods to improve the interoperability and operability of their systems, commenting on request for proposals, commenting on proposals, surveys of existing systems, RF propagation analysis of present and proposed systems using Comsite Design and FCC license analysis and frequency planning to minimize interference. The systems included conventional and trunked, simulcast and multicast, digital and analog. Interfaced with public safety officials at various levels.
